MANIFIESTO
DE MÉRIDA
Nosotros,
jurados, invitados nacionales e internacionales, participantes y
organizadores, de este “Tercer Festival Internacional de Cine y Audiovisual
Infantil y Juvenil en Mérida”, Estado Mérida, República Bolivariana de
Venezuela.
Considerando que:
1. Nuestra realidad se entiende a través de múltiples pantallas que influyen en la vida cotidiana.
2. El proceso producción-educación-recepción de los productos
audiovisuales debe ser un hecho integral.
3. La libertad de creación debe afianzar la identidad Latinoamericana y
Caribeña.
4. Los distintos contextos educativos y formativos deben generar procesos
de formación crítica y creativa ante la realidad audiovisual.
5. La Educomunicación es un instrumento para forjar, dinamizar y materializar
esta integralidad.
6. El eje fundamental de la
alfabetización audiovisual, es la lectura y escritura de los medios y
tecnologías de información y comunicación.
7. Existe un universo heterogéneo de festivales y experiencias
Educomunicativas en nuestras regiones.
Proponemos:
1. Consolidar la plataforma Latinoamericana y Caribeña "Pablo Ramos Rivero" de formación
audiovisual.
2. Incentivar redes de intercambio para visibilizar experiencias y
producciones ya existentes y futuras.
3. Que nuestros gobiernos tomen conciencia de la necesidad de asumir la
voluntad política de respaldar estas iniciativas.
4. Establecer vínculos de cooperación Sur-Sur con iniciativas afines a
los objetivos planteados.
5. Promover un cronograma itinerante de reuniones de la plataforma, que a
corto plazo se establecen, en el marco del Festival Internacional del Nuevo
Cine Latinoamericano en la Habana 2013, y en el African Cradle Festival en
Johannesburgo 2014.
6. Integrar equipos de trabajo con representantes de nuestros
gobiernos, de las distintas entidades
regionales y miembros de la plataforma.
7. El resultado del trabajo compartido sea la obtención de
financiamiento, logística y legislación.
En conclusión, EXHORTAMOS a nuestros gobiernos y autoridades regionales, a que intervengan activamente en la concreción de estos objetivos.

ENGLISH VERSION:
We, the jury, the national and international guests, participants and organizers of the "Third International Film and Audiovisual Festival for Children and Youth" in the State of Mérida, Bolivarian Republic of Venezuela.
Considering that:
1. Our reality is understood through multiple film screens that influence our everyday life.
2. The production-education-receiving process of audiovisual products should be a comprehensive fact.
3. The free creation must strengthen Latin American and Caribbean identity.
4. The educational contexts should generate a critical and creative training in face to the visual reality.
5. The Educommunication is a tool to build, motivate and materialize.
6. The reading and writing of informational and communicational technologies as well as media is the principal focus of the audiovisual literacy.
7. Our regions are enriched by Educommunicative and heterogeneous festivals as well as experiences.
We propose:
1. To consolidate the Audiovisual Latin American and Caribbean training platform "Paul Ramos Rivero"
2. To encourage the creation of exchangeable networks to visualize previous and future experiences as well as productions.
3. To our government, be more aware of the need to have the political will that will support these initiatives.
4. To establish a South-South link with initiatives related to the formulated objectives.
5. To create an itinerant schedule of meetings of the platform, that will be established in short term, in the International Festival of New Latin American Cinema in Havana (2013) and the African Cradle Festival in Johannesburg (2014).
6. To integrate different teams with representative of our governments, regional and individual members of the platform.
7. The result of the shared work is obtaining financing, logistics and legislation.
In conclusion, we URGE our governments and regional authorities, to intervene actively in the realization of these objectives.
