Luego del rotundo éxito que significó (a nivel regional, nacional e internacional) nuestra segunda edición, el Grupo de Artes Escénicas y Audiovisuales Expresión Ixoye se complace en abrir la Convocatoria Oficial dirigida a niños, representantes, jóvenes, estudiantes, profesores,  realizadores y productores audiovisuales, Instituciones y cualquier otro interesado en participar en el 3er. FICAIJ:

"Estamos actualmente en la fase de recepción e inscripción de películas y audiovisuales que deseen participar en el marco del TERCER FESTIVAL INTERNACIONAL DE CINE Y AUDIOVISUAL INFANTIL Y JUVENIL, a celebrarse en Mérida y Caracas, Venezuela, entre el 19 y 29 de mayo de 2013. Dicha convocatoria estará abierta entre los días 21 de noviembre de 2012 y 31 de enero de 2013".

BASES DEL FESTIVAL:

CATEGORÍAS: 

1) INFANTIL.

2) JUVENIL.

ESPACIOS: 

1) HECHO PARA NIÑOS Y JÓVENES EN EDAD ESCOLAR. 

2) HECHO POR NIÑOS Y JÓVENES EN EDAD ESCOLAR.

(INFORMACIÓN SOBRE EL ENVÍO Y PARTICIPACIÓN EN EL FESTIVAL)

1) Las inscripciones en el Festival son gratuitas.

2) Si desea participar con su producción audiovisual en nuestro Festival, deberá enviar:

2.1) A la siguiente dirección de correo produccionprogramacionficaij@gmail.com

• 1 fotocopia digital de la C.I., DNI, PASAPORTE o DOCUMENTO LEGAL de la persona natural o jurídica que realiza la inscripción.
• Un par de fotogramas del o los trabajos audiovisuales participantes.
• Bio-filmografía del Director de la realización.
• Planilla de inscripción (escaneada) de la película o audiovisual en el FICAIJ. Se considerará la planilla como la autorización del (a) productor (a) o realizador (a) para la participación del audiovisual en el Festival.

2.2) El audiovisual a través de alguno de los siguientes medios:

a) Vía Internet:
El compresor del archivo audiovisual debe ser H.264, con extensión .mov o .avi, y resolución de 720X480. La obra puede ser enviada por https://www.wetransfer.com/ u otro servicio gratuito en la web.

b) o vía correo tradicional:
A la dirección que aparece en la parte inferior de este documento:
•Planilla impresa de inscripción de la película o audiovisual en el FICAIJ. Se considerará la planilla impresa y firmada como la autorización del (a) productor (a) o realizador (a) para la participación del audiovisual en el Festival. 

•2 copias en DVD (multizona) de la película o audiovisual.

3) El Festival permite la inscripción de películas o audiovisuales “Hechos para niños y jóvenes en edad escolar”, así como “Hechas por niños y jóvenes en edad escolar”. A ambos casos les llamamos “Espacios” del Festival. Se debe hacer la respectiva acotación en la Planilla de Inscripción. Pueden participar cortometrajes y largometrajes de los géneros ficción y animación, así como, documentales y series de televisión.

4) No importa si usted es menor de edad, y desea inscribir su trabajo. En este caso, sólo debe anexar la autorización o permiso del padre, madre o representante de acuerdo con las políticas que se aplican en su respectivo país, o las leyes internacionales en materia del menor y/o adolescente.

5) Las obras que se reciban para la competencia, en los distintos reglones, serán sometidas a un proceso de preselección con un jurado precalificador que será definido por la organización.

6) No se hará restricción alguna por el idioma o lengua de la película o el audiovisual. De estar en un idioma distinto al español, el realizador deberá enviar las copias con subtítulos en inglés o en su defecto con la traducción de los diálogos a ese idioma. Esto último puede ser enviado en un documento vía correo electrónico y con la indicación del minuto y segundo de la película en que se encuentra e inicia cada diálogo. Este requisito es para el respectivo subtítulado o doblaje al español del filme hecho como acompañamiento en plena proyección.

7) Es importante señalar que los gastos de envíos corren por su propia cuenta y que usted no tendrá límite de audiovisuales que pueda inscribir en el Festival.

8) La fecha límite para la recepción de audiovisuales será el día jueves 31 de enero de 2013.

9) Entrarán en competencia todas aquellas obras realizadas entre 2011 y 2013. Las obras pertenecientes a años anteriores podrían ser igualmente enviadas e inscritas pero entrarían exclusivamente en la sección retrospectiva del Festival.

10) El jurado calificador estará dividido en cuatro clases:
a) Jurado Infantil.
b) Jurado Juvenil.

c) Jurado Universitario.

d) Jurado Adulto.

11) El jurado infantil declarará como ganadores a los cortometrajes que cumplan con los criterios internos establecidos, considerando la distinción para los "espacios". Los premios otorgados serán:

•Mejor Animación Infantil.
•Mejor Ficción Infantil.
•Mención Especial: Mejor realización hecha por niños y jóvenes en edad escolar.

12) El jurado juvenil declarará como ganadores a los cortometrajes que cumplan con los criterios internos establecidos, considerando la distinción para los "espacios". Los premios otorgados serán:

•Mejor Animación Juvenil.
•Mejor Ficción Juvenil.
•Mención Especial: Mejor realización hecha por niños y jóvenes en edad escolar.

13) El jurado universitario declarará como ganadores a los cortometrajes que cumplan con los criterios internos establecidos. Los premios otorgados serán:

•Mejor Documental.
•Mejor Serie de TV.

14) El jurado adulto declarará como ganadores a los cortometrajes que cumplan con los criterios internos establecidos; considerando la distinción para los "espacios". En consecuencia, los premios otorgados serán:

Espacio Hecho para niños y jóvenes en edad escolar:
• Mejor Animación Infantil.
• Mejor Ficción Infantil.
• Mejor Animación Juvenil.
• Mejor Ficción Juvenil.

Espacio Hecho por niños y jóvenes en edad escolar:
•Mención Especial: Mejor realización hecha por niños y jóvenes en edad escolar.

15) El jurado adulto otorgará la distinción especial a:
•Mejor Largometraje. 

16) En caso de que exista una única o ninguna película o audiovisual inscrito en alguno de los espacios, categorías o distinciones especiales, el Festival podrá declarar desierto dicho reglón, sin que eso signifique que ese único no pueda ser proyectado en el marco del Festival u otras muestras.

17) No existirán premios compartidos en ninguna de las categorías, espacios o distinciones especiales. El jurado no podrá declarar desierto alguno de los premios. La decisión de los distintos jurados será inapelable. Sólo el Jurado Adulto podrá hacer alguna o algunas menciones especiales u honoríficas.

18) La persona natural o jurídica que realiza la inscripción de los audiovisuales que obtengan premios se compromete a mencionarlos en toda la publicidad y material de prensa, utilizando el logotipo del Festival y especificando el premio obtenido.

19) El material enviado al Festival no será devuelto por la organización.

20) La inscripción en el Festival implica que usted ha aceptado cada una de las disposiciones contenidas en los numerales de estas Bases.

21) Puede exponer cualquier duda que tenga preferiblemente antes de la fecha de cierre de recepción de películas o audiovisuales.

22) FICAIJ, considerando la importancia de la promoción y difusión del Cine y el Audiovisual diverso, incluirá el material audiovisual seleccionado en su vídeoteca escolar. Ello con el fin de presentarlo en diversas muestras, en Instituciones Educativas y otras comunidades, a nivel regional, nacional e internacional.

23) Cualquier hecho que no esté previsto en estas Bases será resuelto a criterio de la Asociación Civil Grupo de Artes Escénicas y Audiovisuales Expresión Ixoye.

After the resounding regional, national and international success of the second edition of the festival, Expresion Ixoye [Group of Audiovisual and Performing Arts] is pleased to open its official call to every kid, parent, student, teacher, filmmaker and audiovisual producer, young people, institution and all those who want to participate in the 3rd edition of the FICAIJ.

We currently are in the reception phase of all the great films and audiovisual samples to participate in the Third International Film and Audiovisual Festival for Children and Youth to be held in Mérida and Caracas, Venezuela from the 19th to the 29th of May 2013. This call will be open from November the 21st 2012 to January the 31st 2013.

FESTIVAL SUBMISSION GUIDELINES: 

CATEGORIES: 

1) CHILDREN’S 

2) YOUTH 

SPACES: 

1) MADE FOR CHILDREN AND YOUTH IN SCHOLAR AGE. 

2) MADE BY CHILDREN AND YOUTH IN SCHOLAR AGE. 

(INFORMATION RELATED TO SHIPPING AND PARTICIPATION IN THE FESTIVAL) 

1) The Festival application is fee free. 

2) If you want to participate in our Festival with your audiovisual production you must send: 

2.1) To the following e-mail address: produccionprogramacionficaij@gmail.com: 

· One digital copy of the applicant’s ID, passport or any legal document. 

· A pair of stills from the participating audiovisual work(s) 

· Filmmaker’s bio-filmography. 

· Scanned entry form of the audiovisual material in the FICAIJ. It is important to remark that this entry form will be the filmmaker or producer’s consent for the audiovisual’s participation in the Festival. 

2.2) Your audiovisual material through one of the following: 

a) On line: 

The audiovisual file must be zipped to H.264 with a .mov or .avi screening extension and a 720x480 definition. You can use https://www.wetransfer.com/ or any other free web service to send the file. 

b) Classic mail: 

You also can send the following to the mail address appearing below: 

· A printed entry form of the audiovisual material in the FICAIJ. It is important to remark that this entry form will be the filmmaker or producer’s consent for the audiovisual’s participation in the Festival. 

· Two copies of the audiovisual on DVD format (region free) 

3) The Festival allows the registration of those audiovisuals made for children and youth in scholar age as well as the ones made by children and youth in scholar age. These are called “spaces” within the Festival. You must clarify which space is it on the entry form. Application is free for short and long films of the fiction, animation and documentary genres along with television series. 

4) It does not matter if you are under the age of 18. The Festival allows the participation of films and audiovisuals made by children and youth in scholar age. In this case, you have to send an authorization form from your parents or legal person in charge in accordance with the policies of your country and the international standards established for children and adolescents. 

5) All the audiovisuals in competition will be evaluated and pre-selected by a jury defined by the Festival’s organization. 

6) There is not restriction on the language of your film or audiovisual. If your audiovisual is a non-Spanish spoken one, you only have to send two copies of the production with English closed caption or with English translation of the dialogs. You can send your translation by email indicating minutes and seconds of the film where it starts each dialog. This document will allow us to make a Spanish dubbing or subtitling of the film. 

7) It is remarkably important to annotate that all costs for shipping submission are responsibility of the applicant. There is no limit on the number of films or audiovisual materials you wish to be a part of the Festival. 

8) Deadline submission for all audiovisuals will be on January the 31st 2013. 

9) All works made from 2011 and 2013 will be competing in the Festival. However, those which are not inside that time space can be sent either way but will not be in competition and will be a part of the Retrospective Area of the Festival. 

10) Jury’s division will be the following: 

a) Children jury. 

b) Youth jury. 

c) University jury. 

d) Adult jury. 

11) Children jury will determine those short films winners that meet the Festival’s previously established criteria considering the “spaces” of the Festival. Prizes determined by this jury will be: 

· Best children animated feature. 

· Best children fiction feature. 

· Special Mention: Best production made by children and youth in scholar age. 

12) Youth jury will determine those short films winners that meet the Festival’s previously established criteria considering the previously mentioned “spaces”. Prizes determined by this jury will be: 

· Best youth animated feature. 

· Best youth fiction feature. 

· Special Mention: Best production made by children and youth in scholar age. 

13) University jury will determine those short films winners that meet the Festival’s previously established criteria. Prizes determined by this jury will be: 

· Best documentary film. 

· Best TV series. 

14) Adult Jury will determine those short films winners that meet the Festival’s previously established criteria considering the previously mentioned “spaces”. Considering this, the prizes determined by this jury will be: 

Space: Made for children and youth in scholar age: 

· Best animated feature for children. 

· Best fiction film for children. 

· Best animated film for youth. 

· Best fiction film for youth. 

Space: Made by children and youth in scholar age: 

· Special mention: Best production made by children and youth in scholar age. 

15) Adult jury will make a special mention to: 

· Best long film. 

16) If there is just a single film or audiovisual registered for any of the existing classifications, spaces or categories, the Festival will declare its nullity. However, if there is any, that single work will be shown in the Festival or any other exhibition. 

17) There will be no shared awards in any of the categories, spaces or special mentions. The jury cannot declare the nullity of any prize given. The decision of any jury will be final and unalterable. Only the adult jury can declare one or more honorific or special mention. 

18) The official applicant who have had the formal registration of any audiovisual receiving an award is committed to mention them in every promotional and press material using the Festival’s logo and mentioning the prize given. 

19) The FICAIJ is not liable for the return of the audiovisuals submitted to participate in the Festival. All the material submitted will not be returned. 

20) The formal application and registration in the Festival stands for the acceptance of every guideline previously exposed. 

21) If you have any doubt you can contact us, if possible, before the deadline submission for films and audiovisual samples. 

22) Considering the importance of the promotion and broadcasting of a film, the FICAIJ will include all the submitted material to its own scholar library in order to show them in several educational institutions and communities at regional, national and international levels. 

23) Any event not considered in these guidelines will be solved by “Grupo de Artes Escénicas y Audiovisuales Expresión Ixoye”.
